As Minnesota’s cannabis market grows, many cultivators are preparing to launch operations after December 1, 2025. With the Office of Cannabis Management (OCM) rules and Metrc guidelines in place, it’s important to understand what this date means — and what it doesn’t.
Here’s a breakdown of the most common questions for new licensees entering the market after December 1.
Can I still add new strains to Metrc after December 1?
Yes. You can continue to create and input new strains into Metrc at any time. The December 1 rule does not restrict the creation of strain profiles.
Metrc explicitly states: “Additional Strains, Items, and Locations can always be added later as needed.”
What does the December 1 deadline actually mean?
December 1, 2025, is the cutoff for bringing in beginning inventory from unauthorized sources. After this date:
You cannot start plants from seeds or clones that are not entered into Metrc via the proper package and transfer process.
All inventory must be tracked and tagged in Metrc from the moment it enters your licensed facility.
I’m getting licensed after December 1. Can I still bring in seeds or clones?
Yes, but only through compliant methods. You must:
Use the External Incoming Transfer process in Metrc.
Tag all packages with Metrc package tags.
Create plantings from those packages — not from untracked sources.
What if I have seeds I want to store and not plant yet?
You can store seeds in Metrc as packages. They don’t need to be planted immediately, but they must be entered into the system properly and tagged.
Can I start cultivation right away after getting licensed?
Yes — once you:
Receive your Metrc credentials
Order and receive tags
Set up your strains, items, and locations
Bring in inventory using the External Transfer process
You’ll be ready to begin compliant cultivation.
What happens if I plant seeds from an untagged source after December 1?
This would be considered non-compliant and could result in enforcement actions. All plants must originate from properly tagged packages in Metrc.
